For nearly half a century the climate computer models have said that if you want to see warming, look at the "Tropical Troposphere," the portion of the atmosphere above the very bottom but below the stratosphere, and the part of it over the tropics. Along with many western developed countries, Canada has pledged to reduce its greenhouse gas emissions by 40–45 percent by 2030 from 2005 emissions levels, and to achieve Net Zero emissions by 2050. In the year 2000, the U.S. government's Global Change Research Program produced the first in a series of National Climate Assessments that made a number of projections based on computer models it insisted were ready for prime time.
